@Riot Why are some champion/item combos allowed to stay while others must be removed?

Look at Lucian

Okay, I'm pretty sure you are familiar with how Lucian's "The Culling" works.

If you don't, then it works like this:

"Lucian fires a barrage of single target projectiles in a straight line, dealing physical damage over 3 seconds. The ammount of shots fired scale with Lucians Atk Speed and it deals 400% damage damage to minions."

Now let's look at item 3042 Toggle.

"Single target spells and attacks consume 3% of current Mana to deal bonus physical damage equal to twice the amount of Mana consumed."

According to both definitions, The Culling should proc Muramanas active. Regardless of how "broken" it could become, it just should.

Now, you are probably thinking "The Culling doesn't proc Muramana because The Culling doesn't proc on-hit effects", which is true, yet Muramana, despite feeling like an On-hit effect, procs on every single target ability in the game, no matter if they proc On-hit effects or not.

Urgot Acid Hunter doesn't proc on hit effects, yet it procs Muramana.

Syndra Unleashed Power doesn't proc on hit effects, yet every single ball procs Muramana.

Pantheon Spear Shot doesn't proc on hit effects, yet his spears proc Muramana.

You see what I mean? The Culling is probably coded as a bunch of Acid Hunters firing in one single direction very, very fast.

Therefor, every single shot should proc Muramana.

Now, does anyone remember Sword of the Divine?

It used to give a champion 100% Atk Speed for his next three shots.

It didn't give any stats when it was on cooldown and was trully a niche item that was used to "exploit" elements of the game, despite not really being "exploits", just combos which were too good.

However, those 100% Atk Speed weren't taken into account for The Culling.

Just why? The item was a niche item already, it was powerful on champions like Draven, Rengar and maybe even Vayne, but that was it.

You never mentioned the fact that "The Culling" doesn't take SotD Atk speed into consideration, which is something that bothers me because it should. There is no reason as to why it shouldn't other than "maybe it would make him 2 op".

Because if it really didn't work with Bonus Atk Speed coming from Items Actives, The Culling wouldn't work with item 3142 Active. Yet it does and always did.

The item has been removed now, so there's no way of fixing it, but it just bother my mind that the best way found to make the Champion less Reliant on something was to completely remove that mechanic.

I remember someone saying Riot didn't want Lucian to become too reliant on certain items.

But then again, how comes:

LeeSin can still cast Safeguard on Wards coming from item 2049

Fiddlesticks, Morgana, Kennen and others case use their item 3157 without interfering with their Ultimates.

Akali with item 3146

Fiora and her item 3074 which proc on every single Slash from her Blade Waltz. She will also die instantly if she ults a team with 5 item 3075 because of this.

And many others I didn't mention here.

Aren't these cases the exact oposite of what you wanted?

Regardless, this isn't a QQ thread or a "buff dis pls" or a "nurf pls 2 op".

I'm just wondering why some item combos are allowed to stay and others are completely removed without ever being mentioned.

Not sure about the interaction with Muramana, but I know Riot intentionally made sure that SotD and Culling didn't work together. It was too strong.

I believe the Culling with SotD was removed back in beta. They even talked about it. It absolutely destroyed and SotD was pretty much the item for Lucian because of that.

Lucian starts firing shots in the target direction for 3 seconds, each shot dealing physical damage to the first enemy it hits. The number of shots fired scales with his attack speed. The Culling deals 400% damage to minions but not monsters - leaugeoflegends.wiki

Lucian moves freely while firing rapidly in a single direction for 3 seconds. His shots collide with the first enemy they hit and each do 40/50/60 (+10% Ability Power) (+25% bonus Attack Damage) physical damage. The number of shots scales with his Attack Speed. The Culling does 400% damage to minions.Lucian may use Relentless Pursuit during The Culling.Reactivate The Culling to cancel early. - leagueoflegends.com

Neither one of those descriptions indicate that these are are considered single target attacks. I am entirely not surprised that they don't proc muramana because muramana says single target spells. The Culling is not a single target spell.

The Culling is coded as a bunch of single target, linear, colliding skill shots clustered together and thrown at you very fast.

Imagine Ezreal's Mystic Shot.

Now Imagine a bunch of Mystic Shots thrown at you in a very small window of time.

That's The Culling.

That's why it should proc Muramana, The Culling is in fact, the only spell that should proc Muramana yet it doesn't.

I mean, I understand why it doesn't proc Balance wise, I mean 25 x 200 damage shots would be retardedly broken.

What I don't understand is why Riot makes items literally useless on certain champions instead of just finding a balance point between both.

Yes, it looks like a single target ability but it's not a single target ability. It is one ability that has the ability to hit every enemy on the enemy team. It's not a single shot. If it locked onto one target for the whole duration then it would be single target.

What is the balance point between champions in the items that you want? You said it yourself, it would be stupidly strong. Do you want them to nerf his damage to make up for it? Makes Muramana a 100% buy because they nerfed his damage to make up for it. Do they nerf the item to allow him to use it? You've just made it really bad on other champions that don't have his ultimate. Do you want them to make a random nerf on it to balance it specifically for him? How are you going to let people know that it works, but is nerfed on him?

There are a grand total of two items that specifically don't work on a specific champion. SotD on Lucian and Ruunan's Hurricane on Vayne's Silver Bolts. There are just items that are going to not work well with specific champions. when it's a very broken interaction it needs to be removed from that problem case because usually it's fine on everyone else.

The Culling is not a single target spell.

The Culling is made up of multiple linear, colliding skill shots that fire at a fixed angle relative to the map.

  • **Applies spell effects as an area of effect ability.**

  • Hextech Revolver Spell vamp is reduced to one-third effectiveness. > * Rylai's Crystal Scepter Rylai's Crystal Scepter will apply a 15% slow.
  • On-hit effects are not applied.

  • Banshee's Veil item.png Spell shields will block a single shot.

  • This ability is considered to be a projectile for Unbreakable and Wind Wall.
