At what Elo is significant game knowledge present?

I'm playing around high silver to mid gold level, and for some reason people still don't have the brains to buy an Executioner's against Soraka. Then there's the idiots that shotcall Baron because it's so smart to do Baron with 4 low health members, 2 inhibs down at ally base and everyone else alive. Serious question, but at what elo do people start recognizing that it's not all "flash in 1v5 oh big play$ I carry 0/5" mechanics?

I hear people tend to start being ok at the game at around upper diamond.

Up until then, it's a clown fiesta of missing game knowledge. Different pieces will be missing in different people of course, so everyone will continue to think the other ones are boosted monkeys for not knowing <insert 'obvious' game knowledge here>, but theres still stuff missing for everyone.

Around Mid Plat elo is when people start getting better on macro aspects of the game.

Suggest them to build it. At the start of a game say you should rush an exe calling vs that cancer healer

G3+ is when you start noticing a difference in players

D1+. You start seeing glimpses of it in lower diamond but a solid 1/3rd of those players are still clueless monkeys that need to be dragged along into doing the right play. It really takes until D1 or higher before you can rely on people to do the right thing without needing to constantly be told.

Theres significant game knowledge present in all elos. The real problem is a lack of teamwork and people being flat out bull headed and ignorant. This isnt a problem just ingame either. Its in the way everyone treats eachother in general.

If people would work together this game would become something incredible.
