You do know really underplayed champions that have a dedicated player base are at the top a lot? Same with champions that fulfill a very specific niche. Fiora as a whole is rather bad, but her winrate is good because the main players of her know when to pick her. Likewise, Rammus/Amumu are both high winrates because they fulfill their niches extremely well.
