If you amped up her damage on her Q-E but lowered it or removed it entirely on her W that would make her way more interesting and easy to play against.
It would mean she would need to rely on landing combos to do all her damage and she couldn't just have perfect poke all game long in lane by spamming W.
That makes her better for your play (because it takes more skill, and does more damage when executed properly assuming Q and E damage is buffed to make up for it) and it makes it better for you to play against her because now she can't abuse one perfect spell to be an oppressive lane bitch.
