Is glacial augment any good?

I never see it in game and I almost never hear people talk about it. I haven’t even used it myself. So is it underpowered, outshined by better runes, or is it very situational?

Its highly situational and the lack of damage from it turns people off imo. Theres just better runes in almost any situation

At the beginning of the season I used it on Fiddlesticks Blitzcrank Maokai with item 3030 item 3312 item 3800 item 3117 item 3143 . It was pretty hilarious running around super fast slowing people down and watching your team pile on them as their team had no means of saving them. After the nerfs it stopped being fun along with the Ruby Sightstone removal. You can still play it, but it's just not as fun or strong as it was during the start of the season.

Also I honestly imaged that Viktor would get a huge use out of this rune seeing as it would make him very strong since he tends to build item 3030 and item 3146 . On top of that his Q grants him movement speed and building item 3116 would allow him another slow on top of the slow from Glacial Augment. Strangely though people found Fleet Footwork to be the go to rune for him.
