Can people in promos, at the very least, get paired with people on a win streak

my 2nd try getting out of bronze and I've gotten sweet 1/8 or afk types in almost every single match and it gets pretty old after awhile... it happens every year and usually stops me from getting out of silver by the end of the ranked season. I just want to get back to my gold 4ish where I can be at (mild) peace
