Why do some players not have borders showing their rank?

Ok I'm a little confused on this, and can't seem to find any context on s9 ranked borders..

Just played a game with a bunch of golds and a plat that didn't have any ranked border, and when I asked them why they didn't and I did.. they couldn't really answer. Though one said it was based on last seasons rank, and another said that was wrong

I know that in every other season your border was set at what the previous season's final rank tier was, but this season my border has clearly changed (from bronze, to silver, to now gold) every time ive ranked up, but it's always been there..

Anyone know why some people just don't have any borders at all? a LOT of people actually, who are gold+ And I know it's not cus of honors either, cus I know players who are at 0 honor and have a border..

The banner surrounding the champion portrait at the loading screen is their current rank in S9

The banner you see when you click on that portrait, the “v” below their summoner icon, is the past ranking.

If the border below their summoner icon is empty that means they were not ranked last season.

The border is shown only if you equip the rank armor in the icon select. Probably who haven't a border is because they equip the account level icon border
