If you decide Rakan needs buffs/changes ...

Look at items items first. The support role is currently a giant "who can use item 3107 /item 3190 and win lane" mess. This affects Rakan a lot because not only is his laning on the low end, those items are far from optimal on him. He can build them, sure, but at that point you're better of playing a support champion who doesn't have a good portion of his power budget allocated to fat AP ratios.

The AP support items all work great on him and are actually pretty fun to play with. It feels so refreshing as a Support to go "alright I'll start with zeke for armor , then go Abyssal for MR and finish it up with Banshee because I want a safe entrance in the fight".

Sadly, it does feel like I'm hurting my team in the end by not having the Redemption combo. Sure you could change his numbers around, put less in his ratios and more in his base stats and completely remove part of what makes him so unique as a champion, but I feel like that's really not what you want to do with him. (Feel free to change his Q though, God does this ability feel like crap)

But hey, I'd love to hear some feedback on this. I'm far from an expert at either the game or Rakan and I could be wrong or misguided.

Support items need to be looked at in either case. Regardless of Rakan's strength it's blinding obvious that both Redemption and Locket are too strong. It's also obvious that items like Athene's, Knight's Vow and Censor are failing to fulfil the roles they should.

There needs to be a two pronged solution here, Redemption and Locket certainly need nerfs but at the same time Athene's and Censor need buffs and Knight's Vow needs to be made more appealing for supports.

I strongly believe that if Rakan is too strong or too weak it will be because of him and not items however.

It is more likely that Rakan will receive nerfs than buffs.

Statement from Meddler about the topic:

We don't have any changes planned right for for Rakan or Xayah. Rakan's got some learning curve to him, and when he screws up it's painful and obvious, which means he can look weak. We've seen him be really effective as well though when played well, so if anything would be more cautious of him being too strong than weak. We'll see where they sit after mid-season lands.

Rakan is fairly hard to play and different from other supports (you said yourself he is pretty unique). Just like Azir or Kalista in the past. In the hands of someone who struggles with them (for example: that noob SatomiKun using Kalista), they looked pretty weak. But if you let someone who is actually really good with them play them... it was hell for the enemy.

I don't mind buying these items on Rakan at all. He's got a heal and a double shield so the amplification on Redemption is well-utilized. And Locket gives some survivability when jumping in. He has so much disruption he almost doesn't need damage items, although I have no doubt he'd be effective with them.
