I thought Riot thought statcheck champions weren't good for the game, why is Jax so crazy then?

After season 4 or so, most statcheck champions kinda dropped off the planet. Tryndamere is still good if used in good hands, but Irelia, Aatrox, etc. were all left in the gutter because it's not fun to be statchecked. Why is Jax not only good, but extremely popular with a high winrate at high elo? Even if he wasn't so insanely overpowered he's one of the least fun characters to play against. He just right clicks you, can't be 1v1'd, then he goes and right clicks your towers, then if you try to get away he presses Q and E while right clicking you. It's so fucking frustrating.

Then there's all the non statcheck champions who are fucking stupid. Irelia, Graves, and all the usual board complaints. Does Riot want to make the game as unfun to play as possible with these stupidly oppressive picks? And that's not to mention some of the most fun and rewarding to learn characters basically get fucked over because of pro play so normal people can't even play those.
