Passive: Stardust

Every 16/12/8 seconds, a speck of stardust will fall at a random location within 900 units of Soraka. Specks are also spawned every time Soraka damages an enemy champion or heals an ally.

Being within 100 units of a speck of stadust hastes allies and slows enemies by 5% per speck.

1 second CD for stardust generation via Soraka's basic attacks.

Stardust is manipulated by Soraka's other spells, and will dissipate if Soraka strays more than 1600 units away.

Q: Starcall 6 second CD, 50 mana

Call a shooting star to fall at a target location, dealing 60/80/100/120/140 (+.35 AP) magic damage to all enemies in a 175 AOE. If a champion is hit, 1/1/2/2/3 bonus specks of stardust will be scattered in the damage area and the cooldown is reduced by 25%.

W: Astral Infusion 4 second CD, 80/90/100/110/120 mana

Empower both yourself and a target ally with the power of the stars, granting both of you 30% movement speed for 3 seconds. Any specks of stardust that either of you come within 250 units of will become energized. After 3 seconds, all energized stardust will be consumed, and both of you are healed for 3/6/9/12/15 (+.075 AP) for each speck consumed.

E: Equinox 12/11.5/11/10.5/10 second CD, 75 mana

All stardust within 600 radius will gather in a target 250 AOE. The specks remain for 1.5 seconds, dealing 4/6/8/10/12 (+.075 AP) magic damage per speck gathered each half second and silencing all units within. At the end of the duration, enemies still inside are rooted for 1/1.25/1.5/1.75/2 seconds and

R: Wish 120/100/80 second CD

Soraka heals all allied champions for 100/150/200 (+.3 AP), doubled for allies under 40% health.

Applies a modified astral infusion to all allied champions and grants them access to Soraka's stardust passive.

Allies affected by this astral infusion are healed for the highest number of specks collected by a champion besides themselves plus their own collected specks. Actual healing is based on your current rank in astral infusion.

Interesting concept, though it seems a bit too different from Soraka to rightfully rework her into this. This would change the way she plays to more closely resemble a healing version of Illaoi, except all of the tentacles are miniature Jannas. It certainly makes more sense thematically than the banana vampire thing she currently has, but in practice, it sounds like it would be terrible for people who don't want to deal with Stardust management. It would drastically change the way she plays and in addition, I question the viability of such a kit in a competitive environment, as it seems like Soraka can only heal people outside of her ult after a 3 second delay, which is further hindered by a need to consume stardust, which makes the heal a pittance without it.
