Proposed Changes To Stopwatch

Stopwatch is currently somewhat a problematic item. Its mainly taken by mages who are against assassins, which is totally fine. The problem lies when mages who should be playing agressive early levels against asassins, who usually either all in or get poked out. Instead, it promotes a passive playstyle in which they dont lose anything for for it. 10 minutes in, most laners are around 6-7, perhaps 8 if they are fed.

At minute 10, thats when most assassins will be around lvl 7 just right after they have immense kill pressure.

The problem is, unless the mage player really sucks, they can abuse assassins using range advantage pre 6, and thats when most assassins, either get pushed in or just simply poked out.

Most mages have kill pressure on assassins before 6 since 1. They usually have more reliable damage and CC 2. They usually have more burst and more range.

The rune should punish them for not killing assassins when they are weak, or not taking advantage their lane priority to assist their jungler on early kills on the enemy jungler.

The rune rewards the player who makes agressive plays and later can use stopwatch to make even more agressive plays.

Those who take it to play even more passive are punished.

Proposed changes:

1 Make it so that stopwatch starts at 15:00 minutes

Takedowns reduce the cooldown by 1:45, again rewarding early picks or kills on the jungler or enemy mid. After 3 takedowns, the Stopwatch is already at a lower CD than previously.

Compensation buffs: It contributes 600g for the Zhonyas hourglass.
