Low level league play

I feel like Riot doesn't care about new players joining this game. Low level play is probably the least enjoyable part of playing league for many different reasons.

1. The toxicity. Smurfs often flame new players for being bad although they are still trying to learn the game.
2. The amount of smurfs at the low level. Games are always unbalanced because of a smurf on your team or the enemy team.
3. The lack of organization in games. I often see 3 people go mid and the game gets snowballed out of control for the other team.

Do you guys have any ideas/solutions for riot solving these issues in low level games? I know a few of my friends have quit to these problems and I really hope that riot makes some changes.
