Riot, I would suggest holding off on the PBE Kog buff for at least one patch to see how the itemization changes impact Kog before making his 0-counterplay ability stronger.

If Kog lives long enough to get Rageblade rolling he can and will murder basically anything that jumps on him. Should Kog still need a buff even with the game's MR level lower and some of his favorite items improved I really don't think his W damage is the place to look. Giving his Ult an on-next-attack effect against debuffed targets akin to Shy's flame mark would make his damage more interactive AND his Ult less pointless. I swear, the number of I've had at least three instances every game where someone walks away alive when the x3 execute would have previously killed them.
Feels bad.
