Personally, not my issue, but my brother is a vayne main and he tells me all the time that vayne's passive is totally useless cuz literally everyone else outruns her. So perhaps she will run faster towards those evildoers who are marked with silver bolts? Maybe like 15 more movement?
160k points on vayne here: The passive is good enough. the 30 bonus movespeed is enough to be more than all other champ's base movespeed which means she can easily chase. Then when she ults, 90 movespeed is incredibly good for dodging abilities and finishing off kills in teamfights.
Plus a buff on her passive would require a nerf of another part of her kit, which is a big no
A meta where Vayne can out perform other ADC's and Assassins is unhealthy for the game.
The only time Vayne SHOULD be good is when tanks are strong. Which hasn't been the case for about 3 years and is likely going to continue that way unfortunately.
Twitch player: I get bonus MS during my minor invis, and drastically more if im approaching an enemy champion within a narrow band.
Vayne gets about the same MS, and drastically more for the duration of her R, at all points in the game and Sivir gets it for landing any skillshots or autos. I've had a Vayne chase me from mid inner turret on purple side to south side red buff and she was outrunning me the entire time. The only way Vayne is going to be outran by other ADCs is Miss Fortune's Strut being up and maximized, or someting like Ezreal constantly blinking away or Cait/Ashe impeding her movement (even just placing a trap can sometimes force Vayne to walk around it, letting Caitlyn escape to safety.) and even then, I have both as and against vayne, numerous times, chased them down anyway. Vayne is very very tough to walk away from and very very easy to chase down.

I disagree.
The champion as a whole is in an OK spot at the moment.
If he's having issues getting Silver bolt procs off then that's a problem with his gameplay, not the champion.
