Since Righteous Glory builds from Catalyst but doesn't give you the unique passive anymore...

Why not have Black Cleaver build from Brutalizer and just have it not give the unique armor pen passive?

I really don't understand why it was necessary to remove the catalyst passive from Righteous Glory. What's the point?

The only purpose this serves is to buff Riven, Zed and other similar champs. These champs don't need buffs.

Because Brutalizer rush. (ignore some of that low armor, some good AD, and CDR? Why wouldn't you rush it?)

Righteous glory isn't even comparable to Black Cleaver anyways. RG is very strong: great HP, great Mana, and a team movespeed boost that turns into a great slow on enemies. Basically a superior Talisman of Ascension.

maybe as a trade off the catalyst should grant 25% bonus mana regeneration and health regeneration when below 40% hp

Why not make brutalizer build into more than 1 item? Riot doesn't really know, they just want to buff Lee Sin.

Because in certain situations 10 flat pen is better than the 5% shred coming from Black Cleaver (up to 30%). This isn't good for the item's balance as the previous tier of the item is potentially stronger than it's "evolution".

Take a target with 70 armor versus a champion with 190 armor 10 flat pen would be equal to about 3 stacks of Cleaver on the 70 armor target, whereas on the 190 armor target it is about 1 stack of BC. So the brutalizer is more effective against the squishy targets/low armor targets and Black Cleaver is more about the shredding of tank armor.

The current build of BC makes it's build more suited to take down tankier opponents. They wanted to emphasize that you get Brutalizer if you want to take out squishy targets and you build your Black Cleaver to augment your tank busting. The problem with the brutalizer build path is that it just seems like something you get as a lategame switch rather than a build choice to promote your ability to do a certain job. Look at the doran's items and how you just switch the item to something better suited come lategame rather than building it into something that is an enhancement of that item.

I don't really agree with the Catalyst-RG loss of passive, but I can see why in that it is such a snowballing item and the catalyst regen gives it a little too much power to be a rush item. Eventually, I think RG might get a new build that doesn't include Catalyst, but it works for now. It is definitely more situational now than it was, but it is a really good engage tool and just a very good item.
