Tone down Hec a bit.

Too tanky, too much damage. Not crazy amounts that justify him for a ban, but too much to make it unfair for a lot of top laners to contest him. He's killing a lot of the diversity top.

If you want him to be a top laner ok i'm fine with that. But tone him down a bit cause as he is he's just too oppressive.
