Can this win/loss streak problem finally be addresed?

I shouldn't be able to consistently win games with champions I've never even played before when I'm on a win streak, and I shouldn't consistently get teammates who go x>4 kills and 10<x deaths every game when I'm on a loss streak.

This is the reason why I spam support in ranked all the time, the games don't even depend on me anyway, it just matters how my mmr will treat me when I'm on a win/loss streak. This streak thing is so potent that when I'm on a winstreak it doesn't matter how bad i do, i have won games i know i 100% deserve to lose because I've done so bad, but I still win because my teammates carry me, but when Im on a loss streak it doesn't matter how good i do, it doesn't matter the circumstance and it doesn't matter about the comps, I will ALWAYS lose.

I don't deserve to win when I'm 1-8 on viktor, that isn't an accurate representation of how good I am at that champion in that situation. I don't deserve to lose when I have more damage than the rest of my team combined while my teammates are pushing 10 deaths each.

These win/loss streaks should not be what represents my rank, and I know a lot of people don't think they should determine their rank either.
