Am I the only one totally confused by skarner?

I Don't think I'm doing enough drugs, I love skarner in theory... but this rework just wtf'd me really hard. And I don't mean because I know it's bad, but because I can't even comprehend what the hell he does anymore it sounds kinda like playing him just totally reworks the SR experience into something akin to dominion if you play him.

I'm trying to get my head around the concept...

"Skarner mains like to run really fast and kidnap people" - Riot Skarner update, skarner is now dominion.
