can riot put back into place the requirements to get into pbe

ever since they removed the approval thing with pbe and basically allowed anyone into it the increase in toxic players ive seen is insane seeing how getting honor 3 is basically dont be a complete dick for 3 weeks then its given to you. it took me over a year to get a pbe account with how it worked and now half the people ive run into that are toxic say that they can just make a new account
