his ult means nothing to a fair amount of champions who have low cd dodge abilities

I should be able to leave my base without losing half of my health every 30 seconds. It's not fun, and Zed and Eve are fine if you can play against them while spamming. But a global, targeted ult every minute is a little ridiculous.
