Is the game catering to Pro players or Chinese internet Cafes?
Just asking. Some say nerfs/buffs dont get recognized until pro play. Some say the game in its current state is because of internet cafes. So what is it?

It’s both. Riot wants faster games for the Lc$ big plays. But they also want faster game for the Internet cafe market.
Riot is known to cater to none of their players. They admit time and again that they change the game up whenever they feel the urge to do so just for fun and to see what happens. They excuse bad decisions with their flawed logic of 'yes, we ask pro players their opinion, but their perspective is different from ours; so, we rarely take their advice'. They revealed that they lie and use deceptive coding because honest indicators for skill shots and elo standings would make players feel bad. They have also leaked that they deliberately buff champions who have the hottest and newest skins just to boost sales.
