Can Vlad get similar change to his Q like Cass to her E?

These are changes to Cass

Healing changed from [5-22 (based on level)(+10% AP)] to [13/16/19/22/25% AP] [New] 25% heal effectiveness against minions and small monsters Cost changed from [40/45/50/55/60] to 50

I think we need similar change with Vlad. Throw 5%+ ap scaling on his Q, 50% heal effectivness from creeps(maybe scaling up with lvls?) and boom, now he isn't just endlessly outhealing every poke with D shield and Q in stages of game where he is supposed to be weak.
