Zilean's Passive Needs a Slight Touch-Up

So many times, when playing Zilean, I will try to level up an ally with my passive and, well, they'll of course be running away from me, like a good teammate should... And I just have to pedal my little ass all the way over to them unless they're kind enough to stop.

Now, as the player receiving the passive, they can just go wherever they choose as I'm channeling it... But as Zilean, the one granting the experience, I literally have to stand still, take no damage at all, or risk it going on an 8s CD again. Even a fucking stray minion auto interrupts me. It is so insanely ridiculous.

For the love of christ, just make it like Neeko, or Kindred, or Rengar's passive and let me select who to give the goddamn experience to, with a nice little indicator showing me when I'll be able to do so. That's all I ask. Bring it up to - speed - with the rest of the champions' User Interfaces.

Sorry for the frustration but this is tilting after seeing what there is now.

Edit: Additonally, there shouldn't be a cast time with it at all. If they're in range and I'm out of combat it should simply let me level them up. No more cast time. They can move however far from me they want, but since it looks like a tether, most people will stick around near me because that's not intuitive of a tether animation. I've lost games because of how this passive works, trying to E an ally or move to them to E and then I stop moving and they die, or I die because not only do I stop moving to cast the animation for the passive, I also can't cast My E, ult, W, or Q due to the GCD the animation causes.

It's sincerely a horribly implemented passive considering the current state of the game. Help. Please.
