Magis enchantment gives 20% CDR, but Juggernaut only gives 10%?

Juggernaut also gives tenacity, magus does not.

It's not that hard to get CDR on tanks

Juggernaut = 10% Frozen heart = 20% Spirit Visage/Locket/Iceborn 10%

Masteries 5% 7.5% from flat CDR glyphs, 15% from CDR per level glyphs

tanks have more cdr options than any other archetype. more cdr on juggernaut would be a waste on a lot of final builds and juggernaut's tenacity is already a powerful identifiable part of it

Seriously as a mage jungler I actually have to consider getting Devourer or Juggernaut, because with Sorcerer I'll have too much cdr.

Also tanks are bout utility, and utility is cdr.

Sorcerer should get some penetration instead, like Warrior.
