ADC being behind in levels is normal. They are duo lane.

supports are the one who end behind, after first turret they start to roam and put pressure on the map while the adc gets full xp of his lane unless the enemy team pressures hard mid and you don't have waveclear to stop them. This will make adc still behind but just by a level

that is how it works if you know how botlane works

if you're 3 or 4 levels behind that you fucked up massively and died too much time

To be fair, Moakai is an especially strong tank atm. But I don't understand the anger about ADCs anyway, aren't they in a fairly nice spot atm and aren't too strong?

ADCs want to be more relevant early. The people against that are only against it because ADCs don't seem to realize that they should sacrifice some of their late for that.
