So didn't Riot repeatedly state that they didn't like Zilean's XP Passive?

Overall I think Zilean's rework is great in theory. I mean, it's still the most mundane kit in the world for such an awesome concept with unlimited potentials, but judging it purely against the current live Zilean, it's a huge improvement thanks to the Q actually having some god damn counter-play now.

But forget all that for now. Didn't Riot repeatedly state they wanted to do something with his Passive? Both in the old forums and in the new one? It was "something something something invisible power something something something uninteractive something something armoured bears".

I'd also like to see a change to Zilean's passive. Now that it only works in an AOE around him, he's effectively shoehorned into bottom lane as a support. That change was a net nerf to Zilean that Riot did not compensate, and it was an extra nerf to mid Zilean, which is the Zilean playstyle I prefer. I like the rework, overall, but I want the new passive to help mid Zilean more. It really could do more to emphasize his Time Mage theme, as well... People have been begging for a passive that increases enemy cooldowns for ages, and one could come up with an endless list of other time-magey options for a passive... Saying that the changes are "small" or "for bringing him in line with other supports" is no excuse for not addressing such a glaring issue.

This was more of a balance and less of a rework. Like Rito said somewhere in the Zilean Changes, they would like to still explore more options with the whole Time Mage thing, but this was more for balance.
