It was niche already, but that change just made it horrible by making it much harder to proc on the champions who needed it most.

I actually prefer the new one as it's more reliable and not depending on how fed you are or how tanky your opponent is. Though it could use some changes to what things contribute to the proc. Things like garen's e maybe should proc it with some internal cd(maybe 1 sec), so he can get it with the Q-E.
