Should Top and Bot switch lanes?

With the addition to Rift Herald in the game I feel as though its impact hasn't been as big as it has been hyped up for. The main reason I don't think his impact is as large as it should be is that no one can easily kill it. The idea brought with the Rift Herald is that Top laners will have to pay close attention to their opponents to ensure that they cant take the Herald and lose lane advantage. But the problem I commonly see is that the herald is too much of a hassle to kill and the buff can be lost if the laner dies which can result in a waste of time. Dragon is much more valuable in terms of stats since if you die you don't lose dragon buffs (except for the 5th stack) and junglers more lean towards bot for this reason. My solution to the problem is that bot and top switch lanes. With marksman being the primary source of tower destruction herald buff would only compliment that pushing power and 3 people doing the herald will make it more manageable rather than two struggling to do so. In addition two people is mostly what you'll need to kill dragon which compliments top laners going bot. Top lane being the island that it is will be given much more purpose in timing dragons and indirectly assisting the team. I have many other ideas on why this switch would be positive but I would like to hear other opinion on the topic.
