Swiftness is a little bit meh right now I think, it has its place (I build it on a few champions), regardless what if it had this additional effect?

How would anyone feel about this?
Swiftness boots were nerfed some time ago. It lost 10 flat movementspeed with the nerf. It was because swiftness boots were build on almost any champion at that time. I think the boots are more or less balanced right now. Boots that I'd consider a tad too strong are Ninja tabis and mercury
Well I'd think we'd see the Ghost meta again after people have been trying to oust it.
