Her W slows are stronger and the passive part too

In memory of 
His W used to scale off AD (Now lethality scaling)

I don't think I understand the question.
U know how some champions dont just get damage from gathering storm's stats but also utility too. E.g if maokai has alotta bonus health from his runes (grasp and overgrowth) his saplings could potentially last a long time. Since its inifinite.

All scaling is, in theory, infinite as long as you have enough of the stats they scale with.
Listing every champion that has some form of "infinite, utility scaling" would take too long.
I recommend just going on the wikia if you want to see any champions in specific.

I don't think I understand the question.
some champs utility abilities scale with other stats so he's asking how many can do that. in the examples, nami passive has an ap scaling, therefore can scale infinitely with gathering storm, maokais scale with max health, therefore having scaling with overgrowth, etc
