The Single target minion aggro change should have been added in preseason
The change is so huge that it will change the lane dynamics entirely and probably mess up the game balance a bit

They probably wanted it in a seperate patch so they could assess the affect it would have on specific champions If it came the same patch as all the other changes it'd be a lot harder to tell the effects of it
