They would have to spend 2k+ gold just to get one extra skillpoint, meaning less overall stats putting them behind their lane opponent. And the spellthief passive is deactivated a bit after killing a minion so it would also hurt itself in a solo lane putting them even more behind in gold.
If you are spending 2K+ gold just to gain a bit of utility on a gold-inefficient item, you aren't really "abusing" anything anymore.
They can't. They'd have to invest gold into the item while not farming to stack it.
Making them upgrade via quests was a suggestion by the boards with the express purpose of allowing support items to be strong while making it so laners wouldn't abuse them.
If you want to spend 2200 gold on a slot inefficient item (compared to Morello, RoA, or Gunblade nowadays) AND then like 20 minutes to get a speed boost you can go right ahead and lose lane and then the game because you are 40 AP+ behind your lane opponent at 12 minutes.
honestly no, I feel like this item would be balanced for both support and ap mages. obviously it'd work better on supports but i feel like ap mages will use it too. however they wont ABUSE it. it doesnt seem that broken of an item; 2000+ gold is a lot to pay for it, especially when other items for AP mages are more important than the movement speed it gives.

It's not like stuff like this hasn't happened before, unfortunately.
I'd imagine if it becomes a problem, they would make it nearly impossible to farm and make use of the passive (like increase the CD on the passive or reduce the amount of gold you get from it). Even if they do get gold from it it's not enough to pay for the expensive items that mages need like

doesn't have the "disabled on minion kills" part. Yeah, this could be a problem. Then again, I doubt that this will be the only change to the line. There'll probably be number changes along with other things that they haven't told us about yet.
