Can we get a bar for all lanes, like the old toplane Renekton Bar?

I think one of the biggest problems with Riot's balance philosophy is that they just nerf everyone who gets too far ahead of the rest of the pack. While it makes sense in the short term (Why buff 4 champions when you can just nerf 1?), in the long term, this is ultimately unhealthy. You get champions who aren't even seen for the longest time (case in point: Olaf) who suddenly become dominant.

Instead of this endless nerf cycle, how about we draw the line and start buffing up some less unviable champions? This way, it's more obvious which champions are going to be too strong (XXX champion was overbuffed, hit him a bit) and balancing, in the long term, becomes much easier. The primary argument against this is that this scenario creates powercreep. However, we've sort of been reverse-powercreeping for the last 3 seasons, and, the bars themselves really won't change much in terms of power level. Instead of nerfing the top contenders, what about we balance around a set of healthy, well-designed champions?

I'm not sure which ones, but I'm guessing Lee Sin will be the jungle bar and Thresh will be the support bar.

The "Renekton" bar was more of a joke.

Back when he was overplayed, it was more can you survive against Renekton? If so you can go top lane.

The lane was a trio, Renekton, Jax, Shen.

Renekton played the lane. Shen played the map. Jax played for time.

If you got someone else in the lane they played for one of those three concepts, these were just the best at each particular strategy.

Now we have a different variety.

Mage. - Lulu/Lissandra/Cassio/Rumble Tank. - Maokai/Gnar/Sion Duelist. - Irelia/Jax

With game time increasing overall, and global gold being lowered, and 1v2'ing not actually accelerating the game Renekton has very limited opportunities to capitalize on his strong laning phase and 1~2 item power points.

Clarification: I don't want Renekton to be the bar champion, I just think Riot has to draw the line with the nerfs and start bumping up power levels.
