Solution for Zyra's Slowing Plants
Zyra's E turrets (Vine Lashers) have always been the black sheep in her kit. They are only useful until you complete Rylai's and lost most of their utility with the removal of stacking slows. What is the point of having two types of turrets if one is just clearly superior to the other upon completion of a core item? This is especially bad now that you will occasionally have no choice but to turn some seeds into Vine Lashers if you need to use your E and a passively spawned seed is between you and your target.
Additionally, Zyra's passive on the PBE is merely an extended text box for her W. This isn't a real problem and there are plenty of champs that have no real passive, but we have an opportunity to get stoned and kill two birds here.

Move her current passive to her W. Also, kill the nonsense about having two types of seeds with different vision and timers. Just give them all vision and make them last the same amount of time.

Change her passive to "Phytotoxin - enemies hit by Zyra's plants gain a stack of Phytotoxin, up to a maximum of X. Thorn Spitters do an additional XXX true damage over 3 seconds per stack of Phytotoxin and Vine Lashers slow the enemy by XX percent per stack of Phytotoxin."
This makes spawning Vine Lashers a viable alternative, removes the redundancy of her passive, and serves as a cool nod to her old Burning Bush playstyle.
