Suggestion: Add a official "rr" notification to ARAM champ select

In case you don't play ARAM, people often will type "rr" in champ select when they are about to reroll the champ they got. This lets other players know that they can trade from that champ if they want.

This happens in about 75% of my game so I think it would be good to have an official system for it. There could be an automatic notification to the other players when you hit the reroll button and after X numbers of seconds (or the button is pressed again) the champ will be rerolled (if no one traded).
