Ranked Lp splash in placements?

While playing on the PBE as my main role of jungler I lost a close game, and the only other role I've played, Top, received a -3 Lp splash even though it's still in placements. I thought Riot said that you couldn't LOSE Lp in a role while it's still in placements when you lose.

Should splash still penalize you for a role you haven't placed in yet?
