it takes skill to land W, Q stacking takes skill too :/.
Howabout this, howabout we make R a skill shot, this way u need even more skill to do current dmg, an easy R has made veigar look bad, 3 skillshots and a point and click R that does a ton of dmg is pretty bad game design.
conclusion: dont change veigar except making R a skill shot
