Better yet, take on DOTA 2's AFK system. If you have a teammate DC for 5 minutes your team is allowed to leave with no penalty, but the original AFK is placed in a queue with others who AFK'd for X amount of time. He is also not able to play ranked games during that time. It might also improve the LeaverBuster system by still allowing those players to play, and they have to play in the AFK queue for a certain time. This prevents them from waiting out their ban by playing on a smurf. I see it a little like the chat ban system.
To make it a little less abusable (because that's what we're all concerned about, right?) make it so the AFK loses full LP the first time he DC's from a game, then the second time he DC's within X-amount of game time (like 15 hours in-game time maybe?) he would be forced to play in the AFK queue for say 5 hours the first time, 10 hours the second time he gets placed in there within 15 hours of game time, etc...
The team that didn't leave would still get a win and gain LP, but maybe a percentage less based on how long the game lasted. (They would gain less LP if they played for 5 minutes vs. if they played for 40).
The only way I could see this system being a problem is if a team were to bully a teammate into DC'ing rather than surrendering and they all lose LP. There is the mute button for that though, and from what I've read Lyte is making some good changed to the report system and tribunal. I see it sort of like queue dodging in champ select. You don't see too many queue dodges in ranked because no one wants to lose LP. People wouldn't want to DC here because they would lose LP. Also, they couldn't DC just to spite their teammates and making them play a 4v5 because their teammates could leave with no penalty.
