Wouldn't Lieandry's make more sense as a %missing HP item?
So Mages, typically, drop their burst rotation and then sit around with their thumbs up their asses for a while waiting on cooldowns. Typically, a large chunk of that damage is tied to a rather long cooldown in the form of their Ult. Once that's gone, they have to fall back on their weaker spells.
This got me to thinking, why does Lieandry's deal %Current HP when the goal of most Mages is to blast off large chunk off a foe's health and then bugger off? The current form of this item rewards nonsense like Teemo's mushrooms, but doesn't help the vast majority of Mages that much. Hell, Lieandry shrooms eating a third of a soft target's HP is the main reason Teemo's R AP ratio got cut in half.
What if we flipped Lieandry's around and made it equally useful on everyone, DoT Mage or not?
Torment now deals (percentage) of the target's missing HP over 5 seconds with a 6 second reapplication cooldown (think Udy'rs bearslap). That excludes all DoT effects from applying more than once, barring (I believe) Mord's Ult. Eating %Missing HP helps a Mage finish off champions already wounded by their full rotation, but not quite killed by it.
Or if we don't want to lose Lieandry's how about a new giant AP stat-stick with the %Missing HP dot to replace the lost Deathfire?
