The upcoming Kog buffs WILL improve his mid game

His late game, too, sure. But it'll have the largest impact early to mid, which is exactly where Kog needs his power padded if he's going to do the Juggermaw thing. After all, if a champ's damage isn't kicking in by the time team fights are ramping up then why on earth would you want to build a team around them?

So.

Good going there, Riot. I'm not being sarcastic.

However

And there's always a however.

This is probably the least interesting way to improve Kog's power. This just makes him a bit more stat-check-y than he was previously, and I'm not sure if that's the best way to improve him, all things considered. If we're wanting to kick Kog's sustained damage up a notch, might I make an alternative suggestion?

Give Kog's Ult it's full powered execute back against targets below 25% HP. However, also add a new component to its debuff that triggers when Kog basic attacks the target. This could be a straight OnHit effect (if you want to be more sustained damage-y) or a single-proc per application deal (if you want to be more spellblade-y). A %Current HP effect would probably be the best way to go, since that would give Kog a pretty compelling reason to use his Ult against healthy targets. And because you can actually dodge Kog's Ult, that's quite a bit less stat-check-y than just lumping more damage onto his W.

Kog in mid lane currently has the 2nd highest winrate of all mid champs. Why not just play him mid instead of asking for buffs?

Riot is also nerfing his E AP ratio by 0.2.

They don't want AP Kog to exist and have said as much.

He's already getting buffs over on the PBE. I'm just pointing out that it's the least interesting way to buff him.

If I'm not mistaken Riot has stated they do not want Kog'Maw mid due to how oppressive he can be. Along with it on the PBE Kog'Maw is recieving an W buff where it does 3/4/5/6/7% hp damage instead of 2/3/4/5/6% hp damage at the cost of his E being lowered to a 50% AP ratio from 70.

Along with that change the items Guinsoos and BOTRK have recieved buffs which should help out adc Kog'Maw should he decide to build them.

1 % max hp is nothing unless you are vs Mundo/Voli without MR... He is still weaker than pre-rework Kog and most of the other ADCs got buffed.

I think Riot should change Kog's W to current HP%. This provides a clear play pattern of wearing foes down with AAs and then finishing them off with R.

That could potentially work, too. Though to get a comparable effect the number would have to go way up. Just changing it from 6% max to 6% current would be a giant nerf.

Personally, I like the idea of adding some kind of OnHit effect to Kog's Ult since it gives him a reason to actually use it against healthy foes.

+50~100% to the effect would probably be a good range.
