that wasnt random, it was leftover fom when the game worked differently. sivir and tryn are release champions.

originally ad ratios on abilites didnt exist. every ability in the game had ap ratios, so every champ in the game could be played ad/ap/or hybrid if you wanted.

Siv had an AP ratio on Q. It was replaced with an AD ratio in patch 1.0.0.104

An AP ratio was subsequently added back in (the ability then scaling with both AP and AD) in patch 1.0.0.131

Siv's current AP ratio on Q, then, is NOT simply a holdover from game release.

I'm pretty sure those are there to add a small extra benefit for Sheen and Baron Buff. It's not much, and a lot of the champs with "random" AP ratios probably wouldn't build Sheen/Triforce, but it is generally still an OK option (Triforce on Trynd or Sivir isn't really optimal, but if you think about it, it's honestly not that bad).
