An actual fix for some FPS issues

Thanks A LOT to expert018. He has finally found a fix for some fps drops.

Go to C:/Riot Games/League of Legends/Config and open the "game" file. Under [Performance], change EnableParticleOptimizations to 1 (EnableParticleOptimizations=1, like this). Set the file "read only" in properties. Turn v. sync or on off (I didn't do it, apparently I didn't need to).

I've been had fps drops since 7.23, now my game runs smooth (at least for now). Thanks again to expert018 for this!
