Dragon should gain bonus damage and bonus defenses; if only 1 person is near him for the first 15mins or so of the game. This creates a bigger risk of wanting to solo Dragon and makes it where you need at least 2 to get it and that puts suspicion on you. However, Dragon should feel somewhat threaten and should be taken by more than 1 person. Especially early on in the game.

Buff the shit out of early dragon, change its scaling with time. It doesn't need to "gain bonus shit against solo noobs", just increase its stats so you can't do it in the first 10 min of the game easily.

Attack speed and dot from tiger, sustain/free shield for turtle, and keeping the passive up. Not that hard to do it as udyr at all

Since then they pretty much halved its damage output (they said it had its attack speed increased to match, but it was not really). Pretty much anyone who can clear 3 jungle camps can kill dragon level 3 with 
and two smite charges now.

I have not tried it, just saw a screen shot from a bit list of champions that could solo it after they changed dragon's attack speed.
Too busy with 
jungle. I should go try soloing it at level 3 in a custom game now.
