Jax is struggling so much vs tanks

so i am a jax player with 90k mp on jax and i find it very very hard almost impossible to kill tanks late game when they stack armor and resist considring jax as a hypercarry he have a really shtty laning phase and have alot of bad matchups ,and since jax dosnt build any pentration it's pretty hard(impossible) to kill a tank late game

and u cannot just dive to the backline with all the peeling and sheilding(lulu janna etc even wthiout the ardent canser they get locket and other ssheilding items so it's impossible to touch the adc )

so with that being said jax should have a true damage on his ult or atleast max hp% magic damage on every third hit,i mean fiora have it ,irelia have it,camille have ,olaf etc so why jax as a hyper carry cant, he is a hyper carry yet cant deal with tanks ..
