Why is Quinn considered a top laner and not an Adc?
I'm a bit of a noob (lvl 26) and I'm still learning the game. To me, it seems like Quinn has the makings of an Adc but she's most played top lane. Why is this, I thought top lane was for tanks?

I've played Quinn both ADC and top lane, so hopefully my perspective can help.
Quinn as an ADC does a good job of bullying a lot of other ADCs (and supports) before level 6. Her blind can help her freely win trades or deny cs. Her vault can help her win trades, and escape from a melee support that got in your face. Her W can help her see inside bushes when she's heading out to ward, or trying to finish an opponent that's using the bush as outplay potential. Later in laning phase though, the enemy ADC will often start to outscale her in 2v2 skirmishes. Her cooldowns are abusable by opponents that outrange her, can reliably get on top of her when her vault isn't available, can get between her and her turret, etc... Finally in the late game a Quinn won't bring the damage of a typical ADC. She isn't capable of shredding most tankier champions in teamfights. An ADC Quinn will never match the "damage dealt to champions" statistic that a typical ADC would have achieved.
Quinn as a top laner has a lot of the same advantages as bot lane, but to a larger extent. She's way more of a lane bully because now she greatly outranges most of her opponents. Most opponents will burn their escape to engage on her for a trade, which she can vault away from and proceed to harass as they try to run away (or she can kite towards her turret). Her advantage often persists through mid and late game, easily winning most 1v1s. Again, champions that can reliably force her to burn E and then get on top of her again are a nightmare (e.g. Akali, Irelia) and those that can engage by getting past her are pretty tough too (e.g. a Maokai can W to her, then move between her and the direction she wants to vault off of, forcing her to either not E and take a beating or vault in the opposite direction and kite towards HIS turret). These are good counterpicks to her top lane presence, but otherwise she bullies pretty much everyone relentlessly and forces the enemy jungler to pretty much camp top (if I don't get ganked early or often by the enemy jungler, I typically bully most lanes with Quinn even against supposed counters). Come mid-late game, top lane Quinn has one more advantage over ADC Quinn - she becomes a split pushing monster. Her ultimate allows her to quickly rotate to available lanes and take free turrets, while being top lane ensures solo XP to give her a level advantage. Don't underestimate the level advantage - an ADC quinn is easy pickings for most top/mid champions as being a level or two up allows them to 1v1 her similarly to if they were up a few kills on her (aside from Vayne, pretty much any ADC shouldn't be alone split pushing). In contrast, a Top Quinn can easily pick off any squishy isolated opponent (and she gets there fast) with her level advantage letting her survive the encounter and her damage helping her quickly ensure they don't.
So basically, it comes down to 2 points:

I feel you're running into a basic logic issue with this. T-Rex is a Dinosaur, therefore all Dinosaurs are T-Rexes, that kind of deal.
Pretty much all ADCs are marksman, but that doesn't make all marksman good within the ADC position.
Quinn is one such case. She's extreemly skilled at dealing with champions she out-ranges, and pretty terrible at dealing with champions that outrange her. Basically: she has a poor lanning phase as an ADC but an amazing lanning phase as a top-lane pick.
As for tanky top-lanners: Top lane is more the wild-card lane than anything else. The only limitation top-lane has is a champion should be able to survive a 1v1 situation with minimal aid from there team, which isn't particularly restrictive. Quinn's capacity to beat melee champions is strong enough that's all she needs to be useful there.
her scalings are trash, and her range is garbage. most of what she gives a team is a blind and movement speed
as many pro players have said: "quinn is not an adc"
quinn is this way because her player base aren't good enough to play her bottom.
If you ask me she's less of an ADC than she used to be at this point with her new ult. She was my go-to ADC for a while back when she was a strong anti-ADC that could ult in and burst people, but now I feel like I'm actively gimping myself whenever I pick her.
... Hell, Graves was my second go-to and it's been the same with him. All of the reworks have screwed up champions I play actually :O
Because she's cancer toplane.
you can't roam that well in a duo lane. also other adc's might win an all-in because you are basically playing without an ult while in combat.
