Cooldown increased by 1 second max rank, can hit twice and gain AP both time.

In 20 seconds, old Veigar could get 5-10 AP for his Q. In 20 seconds, new Veigar can get 8-16 AP for his Q.

in 20s i get 6AP regardless because THERES ONLY 6 MINIONS PER WAVE this only hurts his team fighting AND his laning phase trade potential, it does nothing to cap his AP.
