This is my build now then. I'll attempt to "contribute" the AP scaling the guy has in him in order to not disappoint Rito on using "base damage alone".

Popularity and strength aren't synonymous. Nor is Shen even close to being unplayed. He's the 11th most popular top laner in the game, which is somewhat above average.

And there may be reason to disagree about implementation, but it seems you are disputing the base damage portion. Shen very much does have a strong capability to beat down aggressive laners while building straight tank.
