What is the weakest top laner in the game?
Not talking win rates, just really frustrating to play becuase you feel like you are out classed.

He's so weak he's not considering playable in any lane anymore

All get my vote. At no stage of the game are they anywhere near the threat a half-competent 
is, just as one example.
If we're talking actual top laners and not just champions who randomly go top then: 
For the purposes of conversation how about shyvana? She used to be able to to go top and while a tiny number of dragon-wamon try hards still play her there, she can't really do it anymore. When riot killed off her dueling power because she was one of the few champs who could fight lee sin in the jungle at the time, they really obliterated her top lane game and presence.
Her Q is kind of bad. Her W pushes lane too hard when you really want to freeze or slow push and it's your only mobility and it isn't nearly as broken as yasuo's E. Her passive means you need to be doing with your jungler and bringing TP. Her E really isn't good enough against ranged tops. Dying bleeps up your ult CD because riot hates dragon-wamon. Also right now her build is a disaster.
Don't get me wrong, riot's last mid level rework on her and all the jungle changes have murdered her there too, but as far as top lane is concerned she might be the weakest.
