Create a "wanted" AD anti healing item

Pretty much speaks for itself, was playing a game and team decided to go with a full AD team, we all got our armor pen, it was good times. Then enter Akali. It was really fun watching an unkillable champion steamroll your entire team when two people didn't have an ignite on her. No one could duel her, she didn't even need her shroud. At the time I would have said for someone to buy Executioner's Culling but that was removed from the game and nothing was put in it's place.

So all I'm asking is to create a good all around AD wanted anti healing item much like how Morellonomicon is for AP carries and supports.
