Why limit this to spellbook? Players should be able to swap their summoner spells between buttons as it is. I've selected my spells in one order and then gotten into game only to find them in another order. Sure, you can change the hotkey for your summoner spells through the hotkey menu, but that's an ugly workaround that will bite you some games down the road when you've forgotten that you've done this.
